ICYMI: Philadelphia Inquirer: U.S. Rep. Chaka Fattah’s Former Chief Of Staff Admits Role In Campaign-Finance Scheme To Aid Unnamed Elected Official’s Son

The former chief of staff to U.S. Rep. Chaka Fattah (D., Pa.) admitted his role Wednesday in falsifying campaign finance records and helping to divert $22,663 federal contributions to pay down the college debts of an elected official’s son.

Prosecutors did not name the official during a Wednesday court hearing in which Gregory Naylor, 66, pleaded guilty to concealment of a felony, knowingly falsifying records and lying to the FBI.

And throughout, both Assistant U.S. Attorney Paul Gray and Naylor’s lawyer remained tight-lipped in describing the official involved. Gray declined to comment after the hearing. Naylor was not immediately available to discuss the case.

According to court filings, Naylor issued a false $194,000 invoice in 2010 from his management consulting firm, Sydney Lei & Associates, to a campaign involved in the 2007 Philadelphia mayoral race. Prosecutors say he concealed the crime by reporting fake in-kind contributions to the campaign.

At the time, Naylor was working as one of the top advisers on Fattah’s mayoral bid.

Prosecutors also allege Naylor helped launder money used to pay down the college debts of an elected official’s son from 2007 to 2011. Using various federal campaign funds, court documents say, he passed $22,663 through his consulting firm and then onto the son, who he listed as an independent contractor on tax forms.
