WHEREAS, Declining union membership has prompted labor organizations to explore
new ways to secure union members, including the recent Employee Free Choice Act
(EFCA), a union-supported bill in the U.S. Congress that would implement a number
of measures that purport to help workers but only help labor organizations themselves;
and
WHEREAS, The provisions of the legislation include the replacement of secret ballot
voting in union elections with a “card check” system that undermines basic American
democratic principles and potentially exposes workers to unnecessary pressures and
coercion; and
WHEREAS, The bill includes measures to make a simple majority of workers voting
for unionization all that is necessary to forces a company to recognize the union
as representing all employees, even those who did not favor unionization, and all
employees would also be compelled to pay union dues and submit to a union seniority–based
promotion regime, reducing the take-home pay of workers in hard times and stifling
growth opportunities for some of the best workers; and
WHEREAS, Under EFCA, workers would lose the right to vote on their contracts and,
if an agreement isn’t reached in 90 days, would be forced to conform to he decisions
of a federally appointed arbitrator; therefore be it
RESOLVED, That we, the members of the Republican State Committee of Pennsylvania,
do hereby express our grave concern over the provision of EFCA which takes away
freedom of choice from the American Worker, undermines democratic traditions, diminishes
take-home pay and growth opportunity, and undermines businesses; and be it further
RESOLVED, That we, the members of the Republican State Committee of Pennsylvania,
do hereby strongly call upon the entire Pennsylvania Congressional Delegation to
show their support for the American worker and oppose passage of the Employee Free
Choice Act.
