HARRISBURG -Attorney General narcotics agents, state police and officers of the Westmoreland County Drug Task Force have arrested 10 out of 18 suspected drug dealers as part of a street-level sweep.
Attorney General Tom Corbett said the investigation focused on the import and distribution of heroin, cocaine, crack cocaine, marijuana and PCP in Westmoreland County, specifically in Derry Borough, Latrobe and surrounding areas.
Corbett said the arrests are the culmination of a six-month investigation by the Westmoreland County Drug Task Force. The Pennsylvania State Police conducted a separate investigation culminating in charges brought against five suspected drug dealers. Attorney General narcotics agents, members of the Westmoreland County Drug Task Force and the State Police worked together in coordinating and executing the drug sweep.
"Today's arrests are part of an ongoing effort to target local, street-level drug dealers," Corbett said. "Street-level sweeps, such as this, take local dealers and users off the street and eventually lead to arrests of upper-level suppliers and complex drug organizations."
Corbett said that law enforcement officers made a series of controlled purchases throughout the investigation, and were able to determine that the suspects did not necessarily work together.
"Anytime there is an influx of drugs and drug related activity, it can cause serious quality of life issues for neighborhoods," Corbett said.
Corbett noted that the investigation is ongoing and additional arrests are anticipated.
Corbett thanked Westmoreland County District Attorney John Peck's office, Derry Borough Police Department, City of Latrobe Police Department, Ligonier Township Police Department, Ligonier Police Department, City of Jeannette Police Department, Scottdale Police Department, the Westmoreland County Sheriff Department, the North Huntingdon Township Police Department and the Pennsylvania State Police - Troop A for their assistance with the investigation.
The defendants were preliminarily arraigned today before Magisterial District Judges Michael Mahady, Mark Bilik, James Falcon and Mark Mansour. They will be prosecuted in Westmoreland County by Westmoreland County District Attorney John Peck's office.

--Joseph Blattenberger, 20, 39 Private Drive, Black Lick, Indiana County, is charged with one count of possession with the intent to deliver heroin, one count of delivery of heroin and one count of possession of heroin.
--Cory Nolan, 22, 623 Strawcutter Road, Derry, Westmoreland County, is charged with two counts of possession with the intent to deliver heroin, two counts of delivery of heroin, two counts of possession of heroin and one count of conspiracy to deliver heroin.
--Michael Duffey Jr., 23, 110 Country Lane, Blairsville, Indiana County, is charged with four counts of possession with the intent to deliver heroin, four counts of delivery of heroin and four counts of possession of heroin.
--Michelle Bellish, 38, 562 Longview Court, New Derry, Westmoreland County, is charged with one count of possession with the intent to deliver heroin, one count of delivery of heroin, one count of possession of heroin and one count of conspiracy to deliver heroin.
--Brian Cramer, 24, 124 Sheppard Court, Latrobe, Westmoreland County, is charged with one count of possession with the intent to deliver marijuana, one count of delivery of marijuana and one count of possession of marijuana.
--Vicki Lynn Flock, 41, 251 Wendell Road, Irwin, Westmoreland County, is charged with two counts of possession with the intent to deliver crack cocaine, two counts of delivery of crack cocaine and two counts of possession of crack cocaine.
--Ronald James Krautz Jr., 51, 1301 Poplar St., Greensburg, Westmoreland County, is charged with two counts of possession with the intent to deliver crack cocaine, two counts of delivery of crack cocaine and two counts of possession of crack cocaine.
--Joshua Joe Bigler, 21, 1212 Iselin Road, Saltsburg, Indiana County, is charged with two counts of possession with the intent to deliver marijuana, two counts of delivery of marijuana and two counts of possession of marijuana.
--Bonna Kunkle, 43, 2827 Forest Ave., Latrobe, Westmoreland County, is charged with three counts of possession with the intent to deliver heroin, three counts of delivery of heroin, three counts of possession of heroin and one count of conspiracy to deliver heroin.
--Kathryn Jepsen, 42, 404 Huff Ave., Greensburg, Westmoreland County, is charged with one count of conspiracy to deliver marijuana.
--Michael Wissinger, 25, 1188 Mission Road, Apt. #2, Latrobe, Westmoreland County, is charged with three counts of possession with the intent to deliver marijuana, three counts of delivery of marijuana, three counts of possession of marijuana, one count of delivery of a non-controlled substance and one count of conspiracy to deliver a non-controlled substance.
--Angela Wissinger, 28, 1188 Mission Road, Apt #2, Latrobe, Westmoreland County, is charged with two counts of possession with the intent to deliver cocaine, two counts of delivery of cocaine, two counts of possession of cocaine, one count of conspiracy to deliver a non-controlled substance and one count of delivery of a non-controlled substance.
--Sergio Van Hoopengarner, 22, 383 Charles Houck Road, Whitney, Westmoreland County, is charged with two counts of possession with the intent to deliver marijuana, two counts of delivery of marijuana, two counts of possession of marijuana, one count of possession with the intent to deliver PCP, one count of delivery of PCP and one count of possession of PCP.
--Robert McCabe, 52, 102 Singer Way, Ligonier, Westmoreland County, is charged with three counts of possession of cocaine, three counts of possession with the intent to deliver cocaine and three counts of conspiracy to deliver cocaine.
--David Kadlec, 60, P.O. Box 85, Alexandria St, Bradenville, Westmoreland County, is charged with two counts of possession of cocaine, two counts of possession with the intent to deliver cocaine and two counts of conspiracy to deliver cocaine.
--Sheldon Pinnock, 23, 2770 Sacramento Ave., Pittsburgh, Allegheny County, is charged with one count of possession of cocaine, one count of possession with the intent to deliver cocaine and one count of conspiracy to deliver cocaine.
--Jacob Ferry, 19, 105 Irving Ave., Latrobe, Westmoreland County, is charged with one count of possession of marijuana, one count of possession with the intent to deliver marijuana and one count of conspiracy to deliver marijuana.
